Abstract

Memorandum from George W. Shepherd, Jr. of GSIS. He discusses Kent State, the problem of too many blacks being sent to Vietnam, and how to deal with campus protests without resorting to violence. He states that in general, campuses where protests were met with understanding and sympathy there was no violence. Hardline responses were not effective.
